Unlike candidate campaigns and ads that vanish after Election Day, MVP invests in locally-rooted organizing groups that develop leaders, fight for their communities year-round, hold elected officials’ feet to the fire, and build power that grows each year. This is how we beat MAGA and win long-term.

Target Districts

MVP is targeting 58 key swing districts across 23 states. This reflects past election results, new developments (including redistricting), the 2028 Presidential map, and the presence of well-positioned local partners.

Why Local Organizing

Problem: Boom-bust funding and shallow tactics.

• Boom-and-bust funding means “too little, too late.” Most House race funding is last-minute and goes to ads and superficial voter contact that alienate voters and fail to move the needle.
• We are already at a disadvantage, from GOP-rigged maps to a tarnished Democratic brand.
• In 2022, we lost the House by 6,675 votes across five districts: 0.006% of all votes cast.
• In 2024, we lost by 7,309 votes across three districts: 0.005% of votes cast.

Solution: Consistent funding for deep organizing.

• Local advocacy builds toward electoral victory. MVP’s grantee partners aren’t just turning out voters in November – they are organizing town halls, protests, and more right now to delay and defeat MAGA bills. Scaling up this work now maximizes our chances in the fall.
• Local organizing tips close races. In 2024, MVP partners helped win at least eight races and defend ten, netting a Democratic seat and denying the GOP all but the thinnest majority.
• Local coalitions turn out more voters. In 2024, two new MVP-funded efforts, Battleground CA and Battleground NY, helped win eight House races by aligning labor, activist, and community groups around a shared plan. This year, we’re bringing this strategy to all the top districts.
• Sustained investment brings sustained majorities. Year-round, multi-year funding allows local organizations to staff up, scale up, and build electoral power that grows with each cycle.

National Partner: Battleground Alliance

Battleground Alliance is a coalition of groups coordinating long-term organizing in key districts to flip the House and keep it long-term. Seed-funded by MVP and led by partners, Battleground seeks to:

1. Win the House in 2026 by flipping and defending the most competitive seats.
2. Grow a sustained House majority through local organizing in those districts.
3. Optimize resources by coordinating local, state, and national efforts.
4. Maximize impact by sharing insights and best practices across each district.
5. Attract resources and people power to these districts in a coordinated way.
6. Delay and defeat GOP bills by holding members’ feet to the fire through grassroots pressure.
