The Map
Objective #1
Flip the House
To flip the House (currently a 219-212 GOP majority), MVP is investing in year-round organizing in 41 swing districts across 21 states.
Objective #2
Swing for the Senate
To flip the Senate (currently a 53-47 GOP majority), MVP is investing in year-round organizing in 12 competitive Senate states, so we can defend four vulnerable Democratic seats and flip four GOP seats.
Objective #3
Win Downballot
MVP partners were instrumental in winning key state-level victories in 2020, 2022, and 2024. By investing now to build on these wins, we can block regressive policies, advance progress, and transform the national political landscape.
2028 Goal
Win the Presidency
2028 will likely be decided in the same seven states as 2024. MVP is scaling up year-round organizing in these battlegrounds now, electing the candidates who can win back the voters we lost, and paving the way for a powerful Democratic comeback.

The Urgency
A big glimmer of hope...
Our side has momentum.
In 2025-2026, donor investment has helped MVP deliver results that will reshape the map for years to come.
In over a dozen states, MVP partners helped win up and down the ballot, setting the stage to beat back autocracy, advance policy progress, and win in 2026. Highlights:
In California, MVP partners helped net five likely Dem House seats.
Local organizing groups, supported by the California Donor Table and its affiliate, the Progressive Era Issues Committee, led a massive effort to canvass infrequent Democrats and unaffiliated voters of color to vote yes on Prop 50, which could gain Dems as many as five seats in the U.S. House.
In Virginia, partners helped reclaim full Democratic control.
MVP’s largest base-building and field partners – New Virginia Majority, CASA in Action, and UNITE HERE Virginia – helped lead a coalition of more than a dozen state and local organizations that ran coordinated programs to turn out voters statewide.
In Pennsylvania, partners helped win three court races while building local power.
Anchored by Pennsylvania Working Families Parties, a coalition of 17 state and local organizations led a successful relational organizing effort in the streets and on social media feeds to retain three Democratic seats on the state Supreme Court.
In North Carolina, our partners mobilized voters to champion bold, new Democratic candidates.
MVP’s year-round investment in local organizing moved us further along the long-term path to political transformation in one of our country’s most important swing states.
Our partners across North Carolina – NCAAT in Action, Down Home, Workers Vote, Carolina Federation, Equality NC, and NNCP Action First – helped deliver major wins in the 2026 Democratic primary. Turnout surpassed the last midterm primaries, and progressive candidates also defeated three GOP-voting Democrat incumbents.
But also, now the real talk...
2026 is our best shot at a comeback — likely for years to come.
The electorate in 2026 is likely to be more favorable than it will be in 2028 — and possibly any year soon to follow. It’s up to us to invest, organize, and win everything we can, while the political winds are at our backs.

Electoral Timeline
2026 is our greatest chance in recent memory to mount a massive push for historic Democratic turnout — and a safe and secure election.
Our five-phase plan takes us from voter preparation to the first day of early voting, to ensuring that every ballot is counted and certified. We are rallying and aligning local and national progressive and Democratic-aligned organizations and funders to collaboratively create, fund, and execute this critical opportunity.
