MVP is funding organizing and movement-building groups working toward these goals:
Goal #1: Beat Back Autocracy
Undercut authoritarianism and pull democracy back from the brink by maximizing civil resistance, defending communities under attack, and blocking the MAGA agenda.
Goal #2: Push for Policy Progress
Defeat regressive policies and push for a progressive agenda at the state and local levels through ballot measures and legislative, executive, and judicial action.
Goal #3: Win Electoral Power
End MAGA rule and set course for a new era of progress, by winning House, Senate, Presidential, and down-ballot races from 2025-2028 and beyond.
This is our chance to turn our momentum into power — and make a decisive Democratic comeback.
Flip the House
Swing for the Senate
Gain State Trifectas
Win Statewide Races
Win Ballot Initiatives
Electoral Timeline
2026 is our greatest chance in recent memory to mount a massive push for historic Democratic turnout — and a safe and secure election.
Our five-phase plan takes us from voter preparation to the first day of early voting, to ensuring that every ballot is counted and certified. We are rallying and aligning local and national progressive and Democratic-aligned organizations and funders to collaboratively create, fund, and execute this critical opportunity.

Detailed Plans
Plan to Flip Congress
U.S. House
Why:A Democratic House can block MAGA bills, stop the dismantling of federal agencies, influence federal spending, launch investigations, issue subpoenas, file lawsuits, and more.
How: To flip the House (currently a 219-212 GOP majority), MVP is investing in year-round organizing in 40 swing districts across 20 states.
Why: Flipping the Senate would help us stop the MAGA agenda, block judicial, and increase our odds of a Democratic trifecta in 2028.
How: To flip the Senate (currently a 53-47 GOP majority), MVP is investing in year-round organizing in 11 competitive Senate states, so we can defend 3 vulnerable Democratic seats and flip 4 GOP seats.
The following is a sampling of our internal set of state and regional plans. More public plans forthcoming.
North Carolina
In North Carolina, our partners are organizing to flip a U.S. Senate seat, defend a U.S. House seat, re-elect a Democratic state Supreme Court justice, and block a GOP supermajority in the state legislature.
In Pennsylvania, our partners are organizing to flip three U.S. House seats, defend the Democratic majority in the Pennsylvania House, and flip the Pennsylvania Senate to win a Democratic trifecta in the Commonwealth.
In Maine, our partners are organizing to defeat one of the most stubbornly tough GOP Senate incumbents — and to protect the 2nd Congressional District, likely the most vulnerable Democratic House seat.
The road to power and progress runs through the South — we can’t ignore it. In 2026, we have real and timely opportunities to leverage shifting demographics, win back Trump voters, and capitalize on recent electoral wins.

PAC Donations
Movement Voter PAC
Movement Voter PAC is a federal political committee that primarily supports the political work of year-round organizing groups working to elect progressive candidates up and down the ballot.
PAC donations maximize impact on elections by giving voter organizing groups the most freedom to engage in partisan or political activity, such as endorsing candidates.
Donations must include full name, email, address, occupation, and employer. Donations are not tax-deductible nor anonymous, and will be reported to the FEC and state campaign regulators. FEC ID#: C00728360
