MVP and our grantee partners are targeting numerous down-ballot elections across the country in November 2025.
Top Electoral Priorities
1. VIRGINIA - Win a Bold Democratic Trifecta
This year, Democrats aim to take back the Governor’s office and expand their 51-49 majority in the House of Delegates, to gain a trifecta and pass progressive legislation. This would also pave the way for constitutional amendments on the 2026 ballot to protect reproductive freedom, lift the ban on marriage equality, and restore voting rights for returning citizens.
MVP partners will lead field campaigns critical to persuading and turning out the voters we need to win. New Virginia Majority (NVM) and CASA in Action are MVP partners running the largest electoral programs in the state this year. UNITE HERE Action Fund is also working in key districts.
2. PENNSYLVANIA - Protect Democrats' State Supreme Court Majority
Three of the five Democrats on Pennsylvania’s seven-member high court are up for “retention election” this year. The ballot asks voters to choose “Yes” or “No” to determine whether each judge remains on the court. The GOP has pledged to spend heavily to defeat the three Democrats, which would lead to head-to-head partisan contests for 10-year terms in those seats in 2027, when control over the court for the next decade would be at stake. Losing the court could result in unfair maps in the next redistricting cycle, locking us out of power.
The court’s Democratic majority has been vital to progress and defense against MAGA efforts in Pennsylvania, including through congressional and legislative redistricting, allowing a case challenging the state’s education funding system to go to trial, and protecting voting laws against a slew of challenges from election deniers.
MVP partners One PA Victory PAC, Pennsylvania United PAC, Working Families Party, and Make the Road Action are coordinating with each other and leading work vital to winning these elections.
Other Electoral Opportunities
Besides PA and VA, we are funding down-ballot electoral work around the country, including in Arizona (Tucson city council), Georgia (Public Service Commission and municipal elections), Minnesota (municipal elections), Montana, New Hampshire (town aldermen), New Mexico (Albuquerque mayoral), New York (NYC mayoral), North Carolina (mayoral, city council, and school board), and Michigan (city council and mayoral).
Additionally, MVP partners are supporting efforts to counter GOP redistricting in California (Battleground California), Missouri (People Not Politicians), and elsewhere.
